San Francisco Bay Area Advanced Practice Center

The San Francisco Bay Area Advanced Practice Center (APC) serves as a resource for the public health community nationwide by developing and sharing tools and materials that will advance public health preparedness. Funded by the National Association of County and City Health Officials (NACCHO) in collaboration with the Centers for Disease Control and Prevention (CDC), the San Francisco Bay Area APC represents a partnership between the San Francisco Department of Public Health and the UC Berkeley Center for Infectious Diseases & Emergency Readiness.

Infectious Disease Emergency Response (IDER) Toolkit

Preparedness resources often describe “what” to do but not “how” to do it. The IDER Toolkit will provide guidance on how to develop and operationalize one NIMS-compliant plan that can serve as an annex to any local all-hazards disaster response plan. Specifically, the Toolkit will contain:

• A core plan which describes functions that may be activated to address infectious disease emergencies, including disease containment and epi/surveillance;
• Situation-specific annexes including respiratory aerosol transmissible diseases, bioterrorism, and biological detection in the environment; and
• Appendices containing modifiable templates and resources such as job action sheets, organizational charts and public health ICS forms.

Seasonal and Pandemic Influenza Vaccine Assessment (SPIVA) Toolkit

Because of the emergence and threat of novel H1N1 influenza, local health jurisdictions will need more detailed, practice-based guidance on how to implement federal and state pandemic influenza vaccination guidelines. The SPIVA Toolkit will provide operational tools and forms necessary to effectively implement federal and state influenza guidelines. The following modules will be included: Community Assessment as a Tool for Emergency Preparedness, Management & Implementation, and Using Online & Electronic Tools. Specifically, the modules will contain information that can be used for:

• Identifying practical survey and assessment techniques
• Surveying key community organizations and demographic groups
• Building a database to inform vaccination campaigns
